Problems loading firmware on the ESP32-based Feather Breakout and Development Board

The board does not go into a boot mode with both Arduino (using the Adafruit ESP32 Feather as the board) and using ESP32 idf.py with ESP32 as the target. I have been using the ESP32 DevKitC without any issues. I downloaded the latest CP210x VCP driver but that did not help. I wonder if anyone has used this ESP32-based Feather Breakout and Development Board and knows how to get around this issue. The board does not have a boot button and the strapping pin is not brought out.
